This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared on three local News Papers and the African Development Bank Group-s Internet Website on 1st of February 2019. 2. The Government of the Republic of Sierra Leone has received financing from the African Development Fund (ADF) and Kuwait Fund toward the cost of the Freetown WASH and Aquatic Environment Revamping Project (WASHAERP) and intends to apply for additional financing from other sources, including the Organization for Petroleum Exporting Fund for International Development (OFID), Islamic Development Bank (ISDB), Saudi Fund, Green Climate Fund (GCF), ECOWAS Bank for Investment and Development (EBID) and the Netherlands Enterprise Agency (NEA) toward co-financing of the project. It is further intended to apply part of the financing to eligible payments under the contract for procurement of Supply, delivery, and installation of Water Meters for Guma Valley Water Company 3. The maximum delivery period of six months and another six months for installation. 4. Some evaluation criteria that will be used to select a responsive bidder: Financial Capacity The Bidder shall furnish documentary evidence that it meets the following financial requirements: 1. Annual turnover of 3,300,000 United States Dollars (equivalent of SLL 33,700,000,000- Sierra Leone Leones) or in any freely convertible currency for the past three years. II. Demonstrate access to financial resources or availability of line of credit or availability of financial resources to meet cash flow of 1,000,000 United States Dollars, (equivalent of SLL 10,200,000,000- Sierra Leone Leones) or in any freely convertible currency Experience and Technical Capacity The Bidder shall furnish documentary evidence to demonstrate that it meets the following, Experience requirement: Experience as Supplier, in at least 3 (three) contracts within the last 5 (five) years, each with a value of at least USD 1,300,000 United States Dollars, (equivalent of SLL 13,200,000,000- Sierra Leone Leones) or value in any freely convertible currency that have been successfully and substantially completed and that are similar to the proposed Goods and Related Services. 5. Bidding will be conducted through International Competitive Bidding (ICB) procedures in accordance with the Procurement Policy and Methodology for African Development Bank Group Funded Operations”, dated October 2015, as amended from time to time. 6. Bids must be delivered to the office address below on or before 14:30hrs (local time) on Monday 14th June 2021 and must be accompanied by a bid security of USD32,500 United States Dollars, (equivalent of SLL 332,000,000- Sierra Leone Leones) or its equivalent in any freely convertible currency from a reputable commercial bank.
