Description:
The World Bank is supporting the development of several PFMinformation systems (PFM Smart, AMIS, LoMEMIS, e-GP) through the AccountableGovernance for Basic Service Delivery (AG4BSD) (P172492) project. The development of interfaces and APIs to link these systemsto the GSB is a standard activity included in each contract signed so far. Theseinterfaces are expected to be fully operational until mid-2026.The World Bank is seeking to hire a consultant to support theimplementation of the PFM interoperability framework in Sierra Leone, includingthe deployment of a GSB prototype based on an open-source platform (e.g., X-Road)to automate secure data exchange via APIs (i.e., this assignment). The GSB willbe a shared platform hosted in the MoF Data Center and interconnecting all relevantgovernment entities to securely share data (an information exchange highwaywith audit trails and monitoring tools). Although the main beneficiarywill be the Ministry of Finance and its various departments, other governmententities operating new/existing information systems (e.g., MPTS, e-GP, AMIS,ITAS, e-GP) will also benefit from the shared GSB and transition to API toimprove the efficiency of their operations and services as well as thereliability and accuracy of the financial data being used for decision support,performance monitoring and reporting needs. In the context of broader financialsector modernization, interoperability of PFM systems will also align withupgraded core payment systems upgrades at the Bank of Sierra Leone.
